Indefinite fast called off on serving of Strike Notice by NFPE COC TN Circle !

            On the face of CPMG going away from Chennai without meeting the leaders even after supplying proof of disbursement of arrears as per the orders of Directorate for implementation of revised wages of 6th CPC in Kerala & Andhra, the COC had no option but to serve strike notice. 

            Accordingly a strike notice was served on the Chief PMG for a strike of Postal Employees of Tamilnadu on 13th July. 

            Now the focus is on campaigning for the success of strike to win implementation of directorate orders for 6th CPC wages order to casual labourers in TN Circle. The indefinite fast by CHQ leaders under the leadership of Comrade M Krishnan (SG Confederation) is a new history in the movement of casual workers. 

            Before closing the programme comrade S.Theagarajan SG FNPO addressed the gathering and assured all possible support to 13th strike after consultation with FNPO circle unions. The Circle Administration is thus paving way for a militant state wide agitation of Tamil Nadu  Postal working class .

Government Allocated Rs.500 crore for IPPB for the year 2017-18

New Delhi: The government has allocated Rs500 crore to India Post Payments Bank for the financial year 2017-18 as it gears up to set up 650 branches across country by September 2017.

The government has allocated Rs125 crore as “capital infusion into corporate entity for India Post Payments Bank” and Rs375 crore as “grant in aid to India Post Payments Bank (IPPB)”, as per Output-Outcome Framework for Schemes 2017-18 for the department of posts (DoP) released on Monday.

India Posts is the second entity to roll out payments bank—though on a pilot basis—in Raipur and Ranchi, after Airtel that has earmarked Rs3,000 crore as initial investment for pan-India operations with an interest rate of 7.25% on deposits. Besides, Airtel is offering free money transfer from Airtel to Airtel numbers within Airtel Bank, money transfer to any bank account in the country.

The IPPB will offer an interest rate of 4.5% on deposits up to Rs25,000; 5% on deposits of Rs25,000-50,000 and 5.5% on Rs50,000-1,00,000. The total paid up equity of the new bank IPPB is Rs 800 crore, of which the government has already infused Rs275 crore.

Payments banks can accept deposits up to Rs1 lakh per account from individuals and small businesses. The new model of banking allows mobile firms, super market chains and others to cater to banking requirements of individuals and small businesses. The allocation to IPPB is part of Rs1,034.13 crore earmarked for the department of posts. The second big chunk of the total allocation, Rs279.6 crore, has been allocated for providing IT hardware and software in identified rural areas for improved access to services and customer satisfaction, resulting in increase in customer transactions, traffic and revenue.

The DoP has been allocated Rs110.83 crore for establishing e-commerce, parcel booking, international business centres, Rs73.5 crore for estates management, Rs32 crore for mail operations and Rs17.7 crore for equipments and IT infrastructure in rural post offices. The government has allocated Rs3.8 crore for setting up 246 offices and 200 outlets for providing better access to communication and financial services.

MOST UNKINDEST CUT OF ALL . PENSIONER'S OPTION - 1 MERCILESSLY REJECTED

It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number - 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead it has recommended  extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider "subject to feasibility" is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

OFFICE MEMORANDUM

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendation of the Seventh Central Pay Commission.

            The undersigned is directed to refer to this Ministry’s ‘OM No. S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were issued revising the rates of monthly subscription for availing CGHS facility, as also the entitlement for free diet, entitlement of accommodation in private empanelled hospitals under CGHS, etc.

2.         Consequent upon revision of pay on the basis of the implementation of the recommendations of the 7th Central Pay Commission, it has been decided to revise the rates of subscriptions, to be made by employees/ pensioners, for availing benefits under the CGHS, with effect from 1st January 2017. It has also been decided to revise the monetary ceiling limits for various entitlements of the beneficiaries for availing CGHS facilities.

3.         In supersession of all earlier instructions, the following revisions are being made, is so far as it relates to the facilities mentioned below:
