Exchange of Money after Demonetization in Post Offices - LS -- Q & A

April 2017 may be the earliest India can say goodbye to the demonetisation nightmare

Dec 14, 2016,

We are 15 days away from Prime Minister Narendra Modi's 50-day deadline to end the worst effects of the scrapping of 86 per cent, by value, of currency. In the chest-thumping, hand-wringing controversy that has ensued since the announcement on November 8, 2016, there has been an absence of facts on the question of re-monetising India.
An extrapolation of 2016 Reserve Bank of India (RBI) data on the capacity of printing presses and currency distribution indicates that, at current rates, Modi's deadline will not be met. Getting adequate money to banks and ATMs nationwide will depend on how many bank notes the government wants to put back into circulation.
If the government wants to introduce Rs 9 lakh crore ($135 billion), or 35 per cent less money than it pulled out, it will take up to May 2017, and if it wants to reintroduce the entire Rs 14 lakh crore ($210 billion) that it withdrew, that could take up to August 2017.

The crux of the problem is change, specifically the Rs 500 note, which the country's presses cannot, currently, print in adequate numbers.

Here are the facts:

*The RBI has four presses at Dewas (Madhya Pradesh), Nashik (Maharashtra), Salboni (West Bengal) and Mysuru (Karnataka).

* The printing capacity of these presses is roughly 2,670 crore (26.7 billion) notes a year, according to the RBI's 2016 annual report (page 90). Or roughly 7.4 crore (74 million) notes a day .

* If the presses worked three shifts a day instead of two, their daily production capacity could be raised to 11.1 crore (111 million) notes a day.

* However, less than half of the machines in the presses have the ability to print the security features required for high-value notes (Rs 500 and above).

* This means that even if all the machines that print high-value notes in all four presses printed only Rs 500 rupee notes 24 hours a day, we would at best be able to print 5.56 crore (55.6 million) Rs 500 notes every day..

* This translates to about Rs. 2,778 crore ($418 million) in value printed every day in Rs 500 notes.

Before the announcement of demonetisation, the government had already arranged for the printing of 200 crore (2 billion) Rs 2,000 notes, or roughly about Rs 4 lakh crore ($60 billion) in value. So, these were the first set of notes to be circulated. This is why there are so many pink notes in circulation.

Let's explore the time to disburse in the two scenarios we mentioned:

* Scenario 1 : Rs 9 lakh crore (or roughly two-thirds the total Rs 14 lakh crore that was demonetised) needs to be returned to the system.

* Scenario 2 : Rs 14 lakh crore (full amount) needs to be recirculated.

For this amount to be liquid, a key condition needs to be met: Rs 2,000 notes can, at most, account for half the total amount to be circulated. The logic: If we do not have enough change, then the Rs 2,000 note will always be hard to "break" into smaller denominations, which is the situation nationwide today.

The other half needs to be available in lower-denomination notes. The total value of Rs 100, Rs 50, Rs 20, and Rs 10 notes is Rs 2.19 lakh crore ($33 billion), according to the RBI's annual report.

If we put this in a math equation where t is the total value of Rs 2,000 notes and f is the total value of Rs 500 notes, we end up with this equation:

total value of 2,000s ( t ) = total value of 500s ( f )+total value of 100s and below

or

t = f + Rs 2.19 lakh crore

This means the requirement of Rs 500 notes is as follows:

* In Scenario 1 (Rs 9 lakh crore disbursal):

t+f Rs 9 lakh crore

Solving for f, the value of Rs 500 notes needed is 681 crore (6.81 billion) notes X Rs 500 Rs 3.405 lakh crore.

* In Scenario 2 (Rs 14 lakh crore disbursal):

t+f Rs 14 lakh crore

Solving for f, the value of Rs 500 notes needed is 1,181 crore (11.81 billion) notes X Rs 500 Rs 5.905 lakh crore .

As on November 30, 2016, less than 10 crore (100 million) Rs 500 notes were printed and ready (or two days worth of printing), according to an RBI source, quoted in Mint.

We arrive at the crux of the problem:

India needs to print at least 681 crore (6.81 billion) Rs 500 notes. In Scenario 2, the Rs 500 requirement is for 1,181 crore (11.81 billion) notes. However, the peak printing capacity of the presses is 5.56 crore (55.6 million) notes a day-or 0.8% of what it should be.

At this rate, we will take anywhere between 122 days and 212 days to print enough Rs 500 notes. Given the fact that the RBI started printing Rs 500 notes in earnest after November 30, 2016, printing all the required 500s will be completed only on March 10, 2017 (Scenario 1), or July 8, 2017 (Scenario 2).

Taking into account the time taken for cash transportation and the speed at which banks can push out the money, calculations indicate that complete disbursal of Rs 9 lakh crore can happen in early April 2017.

In other words: India awaits some "April showers" but a full "monsoon" will have to wait until July.

Employees in India may get lower salary hike next year: Report

New Delhi: Employees are expected to see an average 10 per cent increase in salary in 2017, lower than 10.3 per cent rise this year, and after taking inflation into account, the hike would be a paltry 4.8 per cent, says a report.
According to Korn Ferry Hay Group 2017 Salary Forecast, India salary growth is pegged at 10 per cent, while real wages are expected to rise by 4.8 per cent.
"Salary hikes in India, although still higher than many other countries across the globe, have stabilised and we expect them to be in the 9.5-10.5 per cent range in the next couple of years," Amer Haleem, Country Manager, Productized Services, Korn Ferry Hay Group said.
Haleem further noted, “We expect them to at the higher end of the range for entry level positions, given that our salaries are much lower at that level compared to most countries, even those within Asia”.
In Asia, salaries are forecast to increase by 6.1 per cent - down 0.3 per cent from last year, while real wages are expected to rise by 4.3 per cent - the highest globally.
The largest real wage increases are forecast in Vietnam (7.2 per cent), Thailand (5.6 per cent) and Indonesia (4.9 per cent).
The report noted that adjusted for inflation, workers around the world are expected to see real wage increases of 2.3 per cent, down slightly from last year’s prediction of 2.7 per cent.
“Although not as high as last year when we saw a three- year high, there are still positive real wage gains across the globe,” said Benjamin Frost, Korn Ferry Hay Group Global Manager - Pay.
Despite the turmoil following the Brexit decision, the United Kingdom is expected to see raises of 2.5 per cent (the same as the last three years). Adjusted for inflation, real wages are to increase by 1.9 per cent in 2017, which is slightly higher than the Western European average.
Workers in France and Germany are forecast to see real wage rises of 1.5 per cent and 2.2 per cent respectively.
“The global labor market is in flux as slower economic growth in mature economies keeps a check on pay rises. In emerging economies, upskilling workers is crucial for companies to maintain a competitive advantage - and those skilled employees can expect to see wages rise as talent shortages in certain regions drive salaries up,” Frost said.
The data was drawn from Hay Group PayNet which contains data for more than 20 million job holders in 25,000 organizations across more than 110 countries.

7th Pay Commission : Govt Still thinking will it be feasible about over higher Allowances

7th Pay Commission - Govt Still thinking will it be feasible - about over higher Allowances
The Finance Ministry official involved with the process of higher allowances on condition of anonymity, told that the Govt is facing the classic dilemma on the subject of issuing of notification of higher allowances under 7th pay commission recommendations.
“The October-November month is the scheduled for issuing notification for the Finance Ministry, but the time was extended by 2 months because the cash crunch on account of demonetisation, which is taking time to get normality.
“The Finance Ministry has got 2 months extension to issue the higher allowances notification under 7th Pay Commission recommendations”, a Finance Ministry official said on condition of anonymity.
Therefor, unless the banks can begin to function with a modicum of efficiency, the government will not issue notification on higher allowances to save demonetisation chaos,” the sources added.
The sources further added “the issue of increased financial activities after demonetisation compels the govt to keep in abeyance to issue higher allowances notification for getting normalized the position and it is likely to issue from January next, after the the cash crunch will ease. (‘Hopefully’).
As the demonetisation drive today completes 30 days, cash situation continues to stay critical in the country as evident by the unending queues outside banks and a few operational ATMs.
“The government dilemma in relation to issuing higher allowances notification will make to force central government employees to stand in long queues,” the official said. “That is the dilemma, the government is trying to work through.”
“The committee on Allowances has finalized the proposal on the allowances but the government is not interested to do it now,” an official said. “The government will decide to review all situation in respect of cash crunch, the Finance Minister Arun Jaitley is looking at all situations to normalize cash crunch, only then he will receive report on higher allowances.” sources added.
However, the committee on allowances head by Finance Secretary Ashok Lavasa said in October, “We are ready to submit our report, when the Finance Minister Arun Jaitley calls up.”

Package for Promotion of Digital and Cashless Economy
In the aftermath of the cancellation of the legal tender character of old Rs.500 and Rs.1,000 notes, there has been a surge in the digital transactions through use of credit/debit cards and mobile phone applications/e-wallets etc. To further accelerate this process, the Central Government has decided on a package of incentives and measures for promotion of digital and cashless economy in the country.
These incentives/measures are following:
1. The Central Government Petroleum PSUs shall give incentive by offering a discount at the rate of 0.75% of the sale price to consumers on purchase of petrol/diesel if payment is made through digital means.
Nearly 4.5 crore customers buy petrol or diesel at such petrol pumps per day who can take benefit of this incentive scheme.  It is estimated that petrol/diesel worth Rs.1800 crore is sold per day to the customers out of which nearly 20% was being paid through digital means.  In the month of November 2016 it has increased to 40% and the cash transaction of Rs.360 crore per day have got shifted to cashless transaction methods.  The incentive scheme has the potential of shifting at least 30% more customer to digital means which will further reduce the cash requirement of nearly Rs. 2 lakh crore per year at the petrol pumps.
2. To expand digital payment infrastructure in rural areas, the Central Government through NABARD will extend financial support to eligible banks for deployment of 2 POS devices each in 1 Lakh villages with population of less than 10,000.  These POS machines are intended to be deployed at primary cooperative societies/milk societies/agricultural input dealers to facilitate agri-related transactions through digital means.
This will benefit farmers of one lakh village covering a total population of nearly 75 crore who will have facility to transact cashlessly in their villages for their agri needs.
3. The Central Government through NABARD will also support Rural Regional Banks and Cooperative Banks to issue “Rupay Kisan Cards” to 4.32 crore Kisan Credit Card holders to enable them to make digital transactions at POS machines/Micro ATMs/ATMs.
4. Railway through its sub urban railway network shall provide incentive by way of discount upto 0.5% to customers for monthly or seasonal tickets from January 1, 2017, if payment is made through digital means.
Nearly 80 lakh passengers use seasonal or monthly ticket on suburban railways, largely in cash, spending worth nearly Rs.2,000 crore per year.  As more and more passengers will shift to digital means the cash requirement may get reduced by Rs.1,000 crore per year in near future.
5. All railway passengers buying online ticket shall be given free accidental insurance cover of upto Rs. 10 lakh.
Nearly 14 lakh railway passengers are buying tickets everyday out of which 58% tickets are bought online through digital means.  It is expected that another 20% passengers may shift to digital payment methods of buying railway tickets.  Hence nearly 11 lakh passengers per day will be covered under the accidental insurance scheme.
6. For paid services e.g. catering, accommodation, retiring rooms etc. being offered by railways through its affiliated entities/corporations to the passengers, it will provide a discount of 5% for payment of these services through digital means.
All the passengers travelling on railways availing these services may avail the benefit.
7.  Public sector insurance companies will provide incentive, by way of discount or credit, upto 10% of the premium in general insurance policies and 8% in new life policies of Life Insurance Corporation sold through the customer portals, in case payment is made through digital means.
8. The Central Government Departments and Central Public Sector Undertakings will ensure that transactions fee/MDR charges associated with payment through digital means shall not be passed on to the consumers and all such expenses shall be borne by them.  State Governments are being advised that the State Governments and its organizations should also consider to absorb the transaction fee/MDR charges related to digital payment to them and consumer should not be asked to bear it.
9.  Public sector banks are advised that merchant should not be required to pay more than Rs. 100 per month as monthly rental for PoS terminals/Micro ATMs/mobile POS from the merchants to bring small merchant on board the digital payment eco system.
Nearly 6.5 lakh machines by Public Sector Banks have been issued to merchants who will be benefitted by the lower rentals and promote digital transactions.  With lower rentals, more merchants will install such machines and promote digital transactions.
10. No service tax will be charged on digital transaction charges/MDR for transactions upto Rs.2000 per transaction.
11. For the payment of toll at Toll Plazas on National Highways using RFID card/Fast Tags, a discount of 10% will be available to users in the year 2016-17.
