Com N.S. the Man of High Value--Some achivements



                                      Dear Comrades, Greetings.
Everyone knows that Com.N.Subramanian a strongTRADE unionist belongs to Tamilnadu Circle, is anunimpeachable personality with cleanTRADE union habits at the helm of office as General Secretary hitherto.  He brings laurels by his attitude and result oriented approach, not only to Tamilnadu Circle but also to the whole of India as General Secretary.  His gross root level strength is very well known by his way of treating the comrades alike ranging from GDS to DG. 

 He  respects all the comrades with charm irrespective of caste, creed and groups.  The issues at gross root level from Sub Divisions, Divisions etc., to Apex level brought to his notices from various circles found a good end result by taking them at appropriate levels to the satisfaction of all as a True Trade union leader.He loves and regards all the elderly trade union comrades.  His achievements as General Secretary / Deputy General Secretary at CHQ level are commendable and worth mentioning.  Achievements as General Secretary at CHQ level revealed his ability and leadership qualities to lead a trade Union successfully.  The following are few achievements which are worth mentioning to have a recall of the past achievements.  These are only sample successes and will be surely an index for future achievement and success of the trade union Goals with bargaining strategies.

 ACHIEVED MATTERS


1.HSG IRECRUITMENT rule-2014. ( Those posts cannot be filled due to dearth of qualified officials will be operated at HSG II Level. Hence more promotions in HSG II & in consequence LSG also. All HSG I Posts to General line. NO IP/ASP LINE.

3.PARECRUITMENT rule-  +2 QUALIFICATION WITH OUT MARKS. Earlier discrimination to SC removed.

( DR SC 45%  &   GDS SC 50%- REMOVED)

4.  NEW PAs NOW APPOINTED BEFORE PTC TRAINING. THEY ARE GETTING TA/DA FOR EVEN INDUCTION TRAINING. 


5. CASH HANDLING ALLOWANCE TO SPMS( SINGLE HANDED, DOUBLE HANDED) RAISED FROM Rs 20/35 TO Rs 120/ 210


6. SB ALLOWANCE TO ALL SB QUALIFIED & WORKING IN SB BRANCH. EARLIER 5 YEAR SERVICE CONDITION REMOVED.


7. CADRE RESTRUCTURING AGREEMENT SIGNED ON 28/4/2015.REPORT FINALISED IN  DIRECTORATE IN AUG 2014. DUE TO JCM, PJCA STRIKE DEMAND APPROVED BY POSTAL SERVICES BOARD& MINISTER OF COMMUNICATIONS . NOW SENT FOR DoPT APPROVAL.


8. TRANSFER AND PLACEMENT COMMITTEE AT DIVISIONAL LEVEL.


9. Granting exemption from attending mandatory 3rd Mid-career training to officials suffering from chronic illness who are above 55 years of age-   ESCORTING OF PREGNANT FEMALE TRAINEES WHILE RETURNED BY PTCs


10. SETTLEMENT OF LONG PENDING RULE 9 CASES.NOW ALL RULE 9 CASES ARE DEALT WITH SINGLE WINDOW SYSTEM AT DIRECTORATE.


11. REPEATED TAKING OF CBS/ CIS PROBLEMS. TWO TIMES CBS ROLL OUTS POSTPONED. BANDWIDTH INCREASED ON NECESSITY BASIS.


SUBJECTS TAKEN & BENEFITS TO GET


1. Calculation  of vacancies  including chain vacancies. FOR EXAMPLE, ALL VACANCIES OF LSG, HSG II,HSG I, PM GRADE III,PM GRADE II, PM GRADE I, IP 66 % ETC WILL BE TAKEN IN CALCULATION OF PARECRUITMENT APART FROM NORMAL VACANCIES IN PA CADRE DUE TO RETIREMENT DEATH PROMOTION ETC



2.Justification of higherPAY scale of 4200/- GradePAY at entry level for Postal Assistants and . Need of Enhancement of Qualification as Graduation at entry level for Postal Assistants.

 
3. SupervisoryPAY scale for LSG and higher Pay scale for HSG II & HSG I.


4.Justification of higher pay scale for Postmaster Grade 

I par with Inspector, Posts.
 
5. Split duty allowance par with Transport allowance.
 
6. Care taking allowance to all sub postmasters / Postmasters.
 
7. PO & RMS Accountants to be treated par with other organised Accounts cadres.

8. Denial of HRA in the name of incompatible rent free quarters.

9. Necessity of creation of separate cadre for System Administrators in Department of Posts and its present day relevance.

10. Allowances for Marketing Executives/Customer relationshipMANAGERS and PRI (P)

11. Enhancement of Treasury allowance par with cash handling allowance, Enhancement of SB Allowance etc


After great Trade union leaders who were bestowed with an opportunity to serve at the high office as General Secretary got such opportunity to adorn the chair of General Secretary and dedicating themselves to trade Union activities and uphold the legacy of trade union supremacy in our Department at CHQ level.  After these veteran leaders, now Com. N.Subramanian has got a golden opportunity to once again establish the supremacy and determination, Dedication with discipline of Trade Union rights and to achieve common goals such as protecting the integrity of its trade, improving safety standards, achieving higherPAY and benefits such as health care and retirement, increasing the number of employees an employer assigns to complete the work, and better working conditions. 
Com.N.Subramanian will definitely endeavor to keep the going on and will work for common cause by perishing the differences and act as  catalyst  to elect and select our beloved Com.N.Subramanian as General Secretary in the ensuing All India conference to be held on 4th June to 7th June 2015 at Lucknow.All the members / delegates of our union from all Circles are therefore requested to give opportunity in continuance of his offices as General Secretary in the wake of proposed submission of VIIthPAY commission report by the end of this year. His continuance in the office as General Secretary is very much essential to have Trade union bargaining strategy to exploit maximum benefit from the Government through implementation of VIIth Pay commission report. He only can handle such situation successfully at this juncture.Cooperation and support from Rank and File at this juncture is essentially required leaving behind the differences and groupism to cause our trust as Votes
 to elect Com.N.Subramanian as General Secretary of our All India Postal Employees Union Group ‘C’.
